Approvals & governance

Decisions that change money or access are approvals rather than silent edits: promoting someone to manager, accepting a new staff member, signing off a stock correction, or granting a pay rise.

Each decision records who approved it and when. Owners can act on their own requests where it makes sense; managers cannot approve their own, which is what keeps the trail meaningful.
